Test / Calibration Facilities available in MDL for use by Private Sector

1. Test Facilities:
Test and calibration facilities are available in MDL as per the details placed at Annexure A . These facilities can be made available to the private sector, against payment, manufacturing equipment/systems/items for use in Defence. Private entities interested in making use of the facilities can contact the Nodal Officer, details placed at Annexure A, to facilitate the process.

2. Registration of Private Entities for Making Use of the Test Facilities: Private entities already registered as Vendors with MDL can directly avail the test facilities as per the extant procedure. However, the credentials / track record of new private entities would need to be established prior permitting them to use the facilities. Towards this, following documents would be required to be submitted by the private entities:-

1. Company Profile.
2. Income Tax returns for last 3 years.
3. Audited balance sheet / P&L Statement for last 3 years.
4. PAN / TIN.

The verification of the documents will be carried out by the company.

3. Procedure for Availing the Test Facilities:

1. A registered private entity shall submit the End User certificate and the Non Disclosure Declaration form along with the Test Facility request.
2. The items / sub systems meant for defence applications only will be tested
3. The Nodal officer in MDL will study the requirements of the test to be carried out and the availability of the facility and time slot. Thereafter, the Nodal Officer will send the quote to the private entity.
4. The private entity shall place a Service Order including acceptance of payment terms as per the quote and handover the job at the MDL Premises to carry out the test(s).
5. The test(s) will be carried out as per the extant procedure by MDL Personnel only.
6. The test reports along with the job will be handed over to the private entity against payment.

4. General Terms & Conditions:

1. All test pieces are to be brought to MDL.
2. The test services to private entities will be made available, only in case of spare capacity after meeting the in house requirements.
3. All transportation of job (including loading / unloading) from / to MDL`s testing premises will be the responsibility of the private entity.
4. Personnel from private entities are required to produce Proof of Identity / authorization letter.
5. Inspection of the item will be undertaken by the security staff before moving the job to / from MDL premises.
6. The testing charges, as shown in Annexure A, are fixed at nominal rates taking into account all direct & setup costs.
7. The test charges are applicable for standard test procedures. In case of any additional tests, charges will be suitably modified depending on the job specifications.
8. Applicable charges are exclusive of VAT / Service / other taxes.
9. For cancellation of allotted slot, 25% of the testing charges will be payable.
10. MDL will not be responsible for loss / damage to the equipment / instrument while carrying out the test(s).
11. If any damage occurs to the equipment at MDL due to testing of the job of private entity, the private entity will be responsible to bear the expenses for repair / replacement of the equipment/test facility. All necessary insurance coverage for the job shall be the responsibility of the private entity.
