Vigilance Awareness Week - 2024
- The digital version of MDL’s In-house Vigilance Journal “Sucharita (Vol. XXVII)” was e-released during the Inaugural function of VAW-2024. The articles/cartoons/poems related to Integrity, Moral Values, ethics, good governance practices, vigilance and anti-corruption etc. were published in “Sucharita”.
- The preventive vigilance measures were taken in the following five focus areas during the three-month campaign period (16.08.2024 till 15.11.2024) as per the guidelines of CVC.

- The Jingle circulated by CVC were played and PIDPI standees were displayed during the Inaugural function.
- A skit on the theme of VAW-2024, prepared by ‘Mazagon Dock Sports Club’ of MDL with the students of Apprentice Training School of MDL were performed during the campaign period at prominent places in MDL.
- The copy of the Integrity pledge received from CVC was circulated to all Departments/Sections/Shops. The Head of the Department or the senior most official available on the occasion administered the pledge to all the employees of the department on 28.10.2024 at 11:00 a.m. in each department and acknowledgement of the same was received in Vigilance dept. from all dept. concerned. The e-pledge was taken by 1843 employees and 350 other citizens.
- Banners and Posters related to VAW-2024, the contact details of the CMD/MDL, CVO, CVC and CBI for information to all concerned to provide them an avenue to register complaint, if any, were displayed at various prominent locations of MDL Yard, Sewri Stores, Anik Chembur Stores & Nhava yard.
- During campaign period 1,09,152 SMS were sent covering VAW 2024 theme.
- The two-day training program on Vigilance Awareness, Preventive & Participative Vigilance and ‘Preventive Vigilance in Commercial Procedures’ in line with CVC training module was conducted on 18th & 19th Sep 2024 for MDL Executives.
- A Sensitisation program on Vigilance Awareness was also conducted for non-executives on 30.10.2024 and the students of Apprentice Training School (ATS) of MDL on 05.11.2024.
- A sensitization program on Vigilance awareness was conducted on 28.10.2024 for Security personnel of CISF and MSGB posted in MDL.
- The theme and period of Vigilance Awareness Week are incorporated in the email signature of all executives.
- Essay writing, Slogan Writing and Poster Competition were organised during the Vigilance Awareness Week, on the theme of VAW-2024 and other topics related to Integrity, Moral Values, ethics, good governance practices, vigilance and anti-corruption etc. amongst the employees and their family members. The essay writing, and slogan writing competitions were conducted in Hindi, Marathi and English languages.
- An online quiz competition was conducted during VAW-2024 through MDL’s intranet portal for executives as well as non-executives. The question bank for this quiz was comprising of questions related to five different categories viz. General Knowledge, Procurement, IT, Technical (Ship/ Submarine Building) and Vigilance.
- A film of CVC on preventive vigilance and special documentary by CVC on “Boya Ped Babul ka Aam Khan se Khayen” were shown to all participants.
- As part of outreach activities, the drawing and essay competitions were organised followed by prize distribution at National Skill Training Institute (NSTI), Mumbai on 22.10.2024 & 23.10.2024.
- Similarly, various competitions like Essay writing, Slogan Writing, Drawing and Elocution Competition on the topics related to corruption and the theme of VAW-2024 were organised at Bhonsala Military School (BHMS), Nashik, Maharshtra on 13.11.2024 and 14.11.2024. Overall 500 students of the school participated in various competitions such as Drawing, Essay Writing, Running, Tug of War, Skit etc. The prize distribution was organised on 15.11.2024. The Sensitization programme conducted by Vigilance team of MDL were lauded by Management of BHMS and a gratitude letter dated 22-11-2024 was issued to Vigilance Department, MDL.
- The sensitization program on Vigilance was also conducted at NSTI College-Mumbai.
- The Gram Sabha was conducted at Village Vani, Nashik rural, where 35 villagers were sensitized towards Vigilance, PIDPI and ill effect of corruption.
As per the guidelines of CVC, the ‘Vigilance Awareness Week – 2024’ (VAW-2024) was observed in MDL from 28th October, 2024 to 03rd November, 2024 with the theme of “Culture of Integrity for Nation’s Prosperity” as per the guidelines of CVC.
Commencement of Observance of VAW – 2024 with the Integrity Pledge on 28.10.2024 (Monday) at 11:00 a.m. which was led by the CMD, MDL and attended by Functional Directors, CVO, EDs and GMs/HODs during the Inaugural function.

Vigilance Awareness Week - 2023
- The digital version of MDL’s In-house Vigilance Journal “Sucharita (Vol. XXVI)” was released during the Inaugural function of VAW-2023. The articles/cartoons/poems related to Integrity, Moral Values, ethics, good governance practices, vigilance and anti-corruption etc. were invited from employees and their family members for publishing in “Sucharita” vide CVO’s memorandum dated 25.08.2023. Major Systemic Improvements in past one year were included in the “Sucharita (Vol. XXVI)”.
- Most of the Vigilance functions of MDL Vigilance department are performed manually through hard copy except the issuance of NOC for proceeding abroad for employees which is through FLM (File Lifecycle Management System).
- An online Vigilance Management System named as “e-Vidhan (e-Vigilance Investigation, Data Handling and Analysis Network)” has been launched on the occasion of inauguration of VAW-2023. The system has been designed, developed and implemented in SAP by internal resources. The system will include various modules like Complaint Registration, Investigation Reports, Disciplinary Proceedings, Vigilance Clearance, Vigilance Profile and other vigilance activities etc.
- The Complaint Registration module has been made operational on 30 Oct ’23 and the other modules will be implemented progressively.
- The preventive vigilance measures were taken in the following six focus areas during the three-month campaign period (16.08.2023 till 15.11.2023) as per the guidelines of CVC.
- Awareness building about Public Interest Disclosure and Protection of Informers (PIDPI) Resolution.
- Capacity building Programs.
- Identification and implementation of Systemic Improvements measures.

- The PIDPI video and Jingle circulated by CVC were shown to the participants during the Inaugural function and also during various Vigilance/ PIDPI awareness sessions.
- The PIDPI related information was spread among all stakeholders through various physical and electronic means viz. tenders published, purchase orders issued, Security gate passes, e-mail signatures of executives, twitter handle of MDL, Bulk SMS in Hindi, Marathi and English (approx. 12000 nos. in each language), short video and jingle (circulated by CVC), standees, posters, booklets etc. during the campaign period.
- A skit on PIDPI as well as a skit on the theme of VAW-2023, prepared by ‘Mazagon Dock Sports Club’ of MDL were performed during the during the campaign period at prominent places in MDL.
- The copy of the Integrity pledge received from CVC was circulated to all Departments/Sections/Shops. The Head of the Department or the senior most official available on the occasion administered the pledge to all the employees of the department on 30.10.2023 at 11:00 a.m. in each department and acknowledgement of the same was received in Vigilance dept. from all dept. concerned. The e-pledge was taken by 285 employees, 220 customers/vendors and 105 other citizens.
- The executives who had taken e-pledge in the past could not take the e-pledge again as the system is not permitting the same, however, the pledge was taken by these employees in the Department.
- Banners and Posters related to VAW-2023, the contact details of the CMD/MDL, CVO, CVC and CBI for information to all concerned to provide them an avenue to register complaint, if any, were displayed at various prominent locations of MDL Yard, Anik Chembur Stores & Nhava yard.
- The two-day training program on Vigilance Awareness, Preventive & Participative Vigilance and ‘Preventive Vigilance in Commercial Procedures’ in line with CVC training module was conducted on 28th & 29th Sep 2023 for MDL Executives.
- A Sensitisation program on Vigilance Awareness and PIDPI was also conducted for 2 batches of Non-executives on 02.11.2023 and the students of Apprentice Training School (ATS) of MDL on 02.11.2023.
- A sensitization program on Vigilance awareness and PIDPI was conducted on 30.10.2023 for Security personnel of CISF and MSGB posted in MDL.
- The theme and period of Vigilance Awareness Week are incorporated in the email signature of all executives.
- A Session on ‘Ethics and Governance’ by eminent speaker Dr. S S Gill, Sr. Manager, NDDB, Anand was organized on 26.09.2023 at MDL which was attended by CMD/MDL, Directors of MDL, CVO/MDL as well as 13 other CVOs from organisation members of VSC, Mumbai.
- A training on ‘Ethics and Governance’ by Dr. S S Gill was also organised for MDL executives on 25th-26th Sep 2023.
- An interactive session of CVO with MDL executives for awareness on PIDPI and Complaint handling mechanism was conducted on 24.11.2023.
- Essay writing, Slogan Writing and Poster Competition were organised during the Vigilance Awareness Week, on the theme of VAW-2023 and other topics related to Integrity, Moral Values, ethics, good governance practices, vigilance and anti-corruption etc. amongst the employees and their family members. The essay writing, and slogan writing competitions were conducted in Hindi, Marathi and English languages.
- An online quiz competition was conducted during VAW-2023 through MDL’s intranet portal for executives as well as non-executives. The question bank for this quiz was comprising of questions related to five different categories viz. General Knowledge, Procurement, IT, Technical (Ship /Submarine Building) and Vigilance.
- The Systemic Improvements and good practices adopted in purchase and other functions of MDL as a measure of Preventive Vigilance is displayed on MDL’s intranet portal.
- As part of outreach activities, the drawing and essay competitions were organised followed by prize distribution at National Skill Training Institute (NSTI), Mumbai on 22.11.2023.
- Similarly, various competitions like Essay writing, Slogan Writing, Drawing and Elocution Competition on the topics related to corruption and the theme of VAW-2023 and the prize distribution for each competition were organised at Ashram School, Village Moroshi, Tal. Murbad, Thane on 30.11.2023 and 01.12.2023. Overall 142 students of the school participated in various competitions including a Mini marathon. The prize distribution was organised on 01.12.2023.
- The sensitization program on Vigilance and PIDPI were also conducted at NSTI, (Mumbai), Ashram School (Village Moroshi) and Zila Parishad Primary School (Moroshi).
As per the guidelines of CVC, the ‘Vigilance Awareness Week – 2023’ (VAW-2023) was observed in MDL from 30th October, 2023 to 05th November, 2023 with the theme of “Say no to corruption; commit to the Nation” as per the guidelines of CVC.

Vigilance Awareness Week - 2022

- Wide publicity of the observance of VAW-2022 has been made among all employees of MDL through a CMD circular dated 07.10.2022 in English, Hindi and Marathi languages. Various articles/cartoons/poems related to Integrity, Moral Values, ethics, good governance practices, vigilance and anti-corruption etc. invited from employees and their family members. Articles related to Preventive Vigilance, the Theme of VAW-2022 and major Systemic Improvements in past one year were included in the “Sucharita (Vol. XXV)” which is placed on MDL’s intranet portal also. An audio-visual clip on PIDPI was also shown during the Inaugural function.
- The copy of the Integrity pledge received from CVC was circulated to all Departments/Sections/Shops. The Head of the Department or the senior most official available on the occasion administered the pledge to all the employees of the department on 31.10.2022 at 11:00 a.m. in each department and acknowledgement of the same was received in Vigilance dept. from all dept. concerned.
- The concept of e-Integrity pledge was promoted among all employees and their families, suppliers and the sub-contractors. The executives who had taken e-pledge in the past could not take the e-pledge again, however, the pledge was taken by these employees in the Department. All the visitors of MDL were encouraged to take e-Integrity Pledge at MDL Reception. 322 visitors to MDL took the e-pledge at MDL reception. Total 3486 employees of MDL have taken Integrity pledge during VAW 2022.

- Two sensitization programs on Vigilance awareness were conducted for CISF / MDL Unit on 14th and 28th October 2022.
- The theme and period of Vigilance Awareness Week was incorporated in the email signature of all employees as well as in the tenders released by MDL for the period 07 Oct ’22 to 06 Nov ‘22.
- A skit on the theme of VAW-2022, prepared by ‘Mazagon Dock Sports Club’ of MDL with the students of Apprentice Training School of MDL was performed during the Inaugural function of VAW-2022 as well as at other prominent places in MDL.
- A Session on Public Procurement by eminent speaker Mr. Kanwalpreet, Director (Public Procurement Division), Ministry of Finance, Department of Expenditure was organized on 10 Nov ’22 for executives below Board level and on 11 Nov ’22 for Board level executives.
- An online vendor’s meet was organised on 14.11.2022 in which information related to Vigilance was disseminated among the vendors and difficulties faced by them and their grievances while doing business with MDL were discussed and all efforts were made to resolve the issues raised by vendors.
- An interactive session of CVO with MDL executives was conducted for preventive and participative vigilance on 14th November 2022.
- Essay writing, Slogan Writing and Poster Competition were organised during the Vigilance Awareness Week, on the theme of VAW-2022 i.e. “Corruption free India for a developed Nation” and other topics related to Integrity, Moral Values, ethics, good governance practices, vigilance and anti-corruption etc. amongst the employees and their family members. The essay writing, and slogan writing competitions were conducted in Hindi, Marathi and English languages.
- An online quiz competition was conducted during VAW-2022 through MDL’s intranet portal for executives as well as non-executives. General Knowledge, MDL’s Procurement procedure, IT, Technical (Ship /Submarine Building) and Vigilance.
- Extensive use of ‘Bulk SMS’ in Hindi, Marathi and English was made to spread awareness about Vigilance among all stake holders of MDL during VAW-2022.
- The twitter handle of MDL was used to inform about activities of Vigilance Awareness Week.
- The Systemic Improvements and good practices adopted in purchase and other functions of MDL as a measure of Preventive Vigilance is displayed on MDL’s intranet portal and MDL’s website under ‘Systemic Improvements’ and it is being updated regularly.
- The intimation about the internal housekeeping activities to be taken up as a precursor to Vigilance Awareness Week 2022 in the focus areas including Asset Management was given to all stakeholders through CVO’s memorandum dated 04.08.2022 in line with CVC circular no. 14/07/2022 dated 25.07.2022.
- Various Preventive Vigilance cum internal house-keeping activities related to the focus areas specified as per CVC circular no. 14/07/22 dated 25.07.2022 were also taken up in campaign mode as part of VAW-2022.
- As part of outreach activities during VAW 2022, various competitions like Essay writing, Slogan Writing, Rangoli, Drawing and Elocution Competitoin on the topics related to corruption were organised on 02.12.2022 and 05.12.202 at Zilla Parishad School, Shahapur and D B Mohane Ashram Shala, Shahapur.
- Similarly, Essay competition in NSTI(General), Mumbai and Drawing competition in NSTI(Women), Mumbai were also conducted on the theme of VAW 2022. 328 students of these institutes participated in the said competitions.
As per the guidelines of CVC, the ‘Vigilance Awareness Week – 2022’ (VAW-2022) was observed in MDL from 31st October, 2022 to 06th November, 2022 with the theme of “Corruption free India for a developed Nation” as per the guidelines of CVC.

- An audio-visual clip related to awareness of Public Interest Disclosure and Protection of Informer Resolution, 2004 (PIDPI).
- All the visitors of MDL were encouraged to take e-Integrity Pledge at MDL Reception. 85 visitors to MDL took the e-pledge at MDL reception.
- Display of Banners, Posters and the contact details of CMD/MDL, CVO, CVC and CBI at prominent locations of MDL Yard, Sewri Stores, Anik Chembur Stores & Nhawa yard.
- A special drive was undertaken to spread awareness of the “Complaints under PIDPI (Public Interest Disclosure and Protection of Informers), special provisions under the PIDPI and other related information. The two posters of PIDPI forwarded by CVC in this regard were prepared and displayed together at the prominent locations of all the offices/shops/stores/yards of MDL in three languages (Marathi, Hindi and English) as per the guide lines of CVC.
- Workshop / Sensitisation program related to Vigilance Awareness, Preventive & Participative Vigilance for MDL Executives and Students of Apprentice Training School of MDL, CISF personnel in MDL and non-executives, adhering to COVID-19 prevention guidelines.
- A talk on “Integrity to Self-Reliance” by an eminent speaker Shri. Raghu Nandan Prasad, IRSS (Retd.) was organised on 27th October 2021 which was attended by CMD, CVO, Functional Directors and the executives of MDL.
- Essay writing, Slogan and Poster Competition (in Hindi, Marathi and English languages) amongst the employees and their family members, on the theme of VAW-2021 and related topics.
- A skit on the theme of VAW-2021, prepared by ‘Mazagon Dock Sports Club’ of MDL with the students of Apprentice Training School of MDL was performed during the Inaugural function of VAW-2021 as well as during VAW-2021 at prominent places in MDL.
- Vendor’s meet (online) was organised on 01.11.2021 in which 32 vendors participated.
- An interactive session of CVO with MDL executives was conducted for preventive and participative vigilance.
- A scrolling text line and the poster of PIDPI is also placed on the official website of MDL for spreading the awareness about PIDPI among the visitors of the website.
- All guidelines related to prevention of COVID-19 and economy measures circulated by Ministry of Finance vide DoE OM no. 7(2)E Coord/2020 dated 04.09.2020 were strictly adhered to at all locations/event during observance of VAW 2021.
As per the guidelines of CVC, the ‘Vigilance Awareness Week – 2021’ (VAW-2021) was observed in MDL from 26th October, 2021 to 1st November, 2021 with the theme of “Independent India @ 75: Integrity to Self-Reliance” as per the guidelines of CVC.

- A Sensitisation program related to ‘Vigilance Aspects in Commercial Procedures’ for the commercial executives of RCF at RCF, Mumbai, maintaining safe social distancing and taking all required precautionary measures for COVID-19.
- An online vendor’s meet in which 35 vendors participated.
- The vigilance page of MDL website was redesigned to make it more informative, aesthetic and to make available avenues for redressal of grievances.
- Display of Systemic Improvements and good practices adopted in purchase and other functions of MDL on its website as a measure of Preventive Vigilance.
- The other internal housekeeping activities were also taken up in campaign mode as part of VAW-2020.

The intent behind observance of VAW is to sensitize all stakeholders and the public at large on the impacts of corruption and its consequences in our society. No law can be put into effect unless it is understood, assimilated and complied with by the people.

Apart from the various activities as listed above, MDL Vigilance Department publishes in-house journal - ‘SUCHARITA’ – every year on the occasion of ‘Vigilance Awareness Week’.
The 23 rd edition of ‘SUCHARITA’ in digital version was released during the Inaugural function of VAW-2020.

The theme chosen by the Commission for VAW-2019 is “Integrity – A Way of life” which is apt in the prevailing scenario.
The intent behind observance of VAW is to sensitize all stakeholders and the public at large on the impacts of corruption and its consequences in our society. No law can be put into effect unless it is understood, assimilated and complied with by the people.
The following activities were carried out by MDL Vigilance team within as well as outside MDL on the occasion of VAW 2019.
Apart from the various activities as listed above, MDL Vigilance Department publishes in-house journal - ‘SUCHARITA’ – every year on the occasion of ‘Vigilance Awareness Week’. The 22nd edition of ‘SUCHARITA’ has been published during VAW 2019.
The objective of ‘SUCHARITA’ is to enhance the awareness of its readers on Integrity, Transparency and Accountability by stimulating their thoughts. The link to view SUCHARITA-2019 is given below.
