22.0 Brief Introduction:

A surprise check was carried out at two Exam Centers where online examination process was going on pertaining to recruitment of various non-executive grade posts in skilled and semi-skilled category on contract basis.

22.1 Background:

It was noted that the candidates were kept well informed about the procedure and details and the exam was being conducted smoothly as per schedule. One agency was assigned the contract to carry out the online written test as per MDL requirements. The exam was being carried out in batches thought the day. Though the questions were appearing randomly from the given question bank, possibility of repeat question was there in subsequent batches. It was also observed that there were 14 exam centers across Mumbai and the attendance at all exam centers was approximately 50% of the total shortlisted eligible candidates as per the records available. Most of the candidates were from the different districts of Maharashtra apart from Mumbai.

The applications were invited from all Indian Nationals. However, the exam centers for online written test were located in Mumbai region only. The candidates clearing the written test were required to come to MDL, Mumbai again for trade test.

22.2 Implementation:

The following systemic improvement was suggested and implemented through a memorandum by concerned Functional Director.

(i) In case the written test for one category cannot be conducted in one batch, it is to be ensured that, the questions are different for different batches with same difficulty level.

(ii) Explore the possibilities of the additional examination centers in interior Maharashtra as the most of the candidates were belong to that area which may be one of the reasons of the large absenteeism (only 50% (approx.) candidates could appear for the test). This additional center aspect should be discussed with agencies at tendering stage & also should be feasible.

23.3 Impact and Benefits:

With reference to the suggestion of above systemic improvement more no. of eligible candidates can appear for the test and possibility of getting more efficient non-executive will increase.
